The firm represents utilities in administrative proceedings, civil litigation and legislative activities related to the federal and state regulation of electric and natural gas utilities, and state regulation of water and wastewater utilities.  The attorneys in the firm’s utilities practice area have a broad range of experience in the areas of municipal franchises for utilities, special state taxes applicable to utilities, and rate of return, rate base, operating expenses and other ratemaking issues.  The firm has been counsel of record for many years in generic dockets and rulemaking and other proceedings before the Florida Public Service Commission involving the regulation of electric, natural gas and water and wastewater utilities, as well as involved in most major legislation affecting the regulation of electric and gas utilities by the Florida Public Service Commission. 

As the regulation of electric and gas utilities continues to undergo changes similar to those experienced in the past by telecommunications companies, the traditional methods of regulation may also undergo change.  To the extent these changes result in any substantial restructuring of the electric utility industry, or in further restructuring of the natural gas industry, these utilities may well experience a shift in focus from issues arising out of the traditional regulatory compact to issues such as competition and pricing concerns generally faced by firms regulated only by forces affecting a free and open market.  The firm has the experience to be directly involved in virtually all of these issues.
